Hello and welcome to the Anderson County Land Use and Development Ordinance (or “LUDO”) project website. This website is your one-stop source for details and information on the LUDO project. The project will engage the community, County staff, and County officials in the preparation and adoption of a new Comprehensive Plan and set of zoning and development regulations for unincorporated Anderson County. The video provides more detail about the project and the parts of this webpage. LATEST NEWS

UPCOMING MEETINGS ON THE CODE DIAGNOSIS

County staff and the consulting team are wrapping up the Code Diagnosis part of the LUDO project.  The Code Diagnosis is an important document that provides a framework for discussion of around 70 recommendations for improvement to the County's current development rules.  The Code Diagnosis document will be posted to this web site in the next few days (join the project mailing list above to receive an email when the webpage is updated).  The consulting team will be returning to Anderson County on July 20 and July 21 to conduct meetings with County leaders, conduct two open houses, and host office hours for interested persons to come and speak directly to the consulting team about the Code Diagnosis. 

 

The open houses to review and discuss the Code Diagnosis document will be held at the Anderson Civic Center on (3027 MLK Jr. Blvd) on Monday, July 20 from 6PM until 8PM, and again at the Civic Center on Tuesday, July 21 from 11:30AM until 1:30PM.  Each open house includes a summary presentation and a question-and-answer session along with an opportunity to review draft work products and speak directly to County staff and the consulting team about your questions and comments.  While there are two open houses, the content will be the same. Two times are offered for the sake of convenience.  At least one of the two open houses will be recorded for posting on this website.  All are welcome to attend either open house or come to both.  Interested parties may also schedule an office hours visit with the consulting team while they are in town. JULY 20 & JULY 21, 2026 

PROJECT GOALS

The Anderson County LUDO project is an effort being conducted by Anderson County and the CodeWright Planners consulting team to update the County’s 2016 Comprehensive Plan and to prepare a new Land Use and Development Ordinance to replace the County’s current zoning and land development rules in the County Code of Ordinances.  The goals for the Comprehensive Plan portion of the project are to:

  1. Creating a coherent strategy for managing growth and development in unincorporated Anderson County;

  2. Providing more guidance regarding the location, pace, and density of new development;

  3. Protecting established rural and agricultural community character;

  4. Ensuring public safety and the provision of adequate community services;

  5. (additional goals to be added following Planning Commission discussion on 10/27/25).

The primary goal for the Land Use and Development Ordinance (“LUDO”) portion of the project is to protect the health, safety, and welfare of Anderson County residents.  Additional project goals include:

  1. Implementing the new Comprehensive Plan’s land use policy guidance;

  2. Adding increased clarity and predictability to the development rules and review procedures for zoned and un-zoned portions of the County;

  3. Incorporating new standards for higher-quality residential development;

  4. Ensuring adequate public infrastructure capacity is maintained;

  5. Protecting open space and environmentally-sensitive areas;

  6. Promoting best practices for stormwater management, grading, and erosion control; and Maintaining legal sufficiency.

PROJECT SCHEDULE

This graphic shows the draft project schedule. It includes 10 tasks and anticipates project completion by May of 2027.  Note that Tasks 2 and 5 in the graphic address Phase 1 of a two-phase strategy for completing the Comprehensive Plan.  The County expects to complete Phase 2 of the Comprehensive Plan in the winter of 2026.
